The City of Joplin is seeking proposals for the HOME ARP funded rental housing construction and supportive services program. The goal is to reduce homelessness and increase housing stability for qualifying populations. Projects must align with HUD HOME ARP requirements and the consortium's allocation plan. Total funding available is $1,480,**** activities include rental housing (new construction, acquisition/rehab, site improvements, soft costs, refinancing) and supportive services (project-linked services for tenancy and stability). Non-profit and for-profit developers are eligible. Projects must serve qualifying populations (homeless, at risk of homelessness, fleeing domestic violence, etc. ), with at least 70% of units restricted to these populations. A 15-year restriction will apply to awarded projects. Applicants must submit sources and uses, development budget, and a 20-year operating pro forma. Proposals will be evaluated based on: Quality of proposal (25 points), Feasibility and risk (25 points), Service coordination (20 points), Maximized use of funds (20 points), and Design (10 points). in general, the proposals will be evaluated based on, the required proposal components listed in the submittal instructions, as well as background, experience, costs and supporting documents as part of the submittal requirements.
Applicants must describe referral methods that prioritize qualifying populations and coordinate with the local continuum of care.
