Proposals will be evaluated based on: Quality of proposal (25 points), Feasibility and risk (25 points), Service coordination (20 points), Maximized use of funds (20 points), and Design (10 points). in general, the proposals will be evaluated based on, the required proposal components listed in the submittal instructions, as well as background, experience, costs and supporting documents as part of the submittal requirements.

Applicants must describe referral methods that prioritize qualifying populations and coordinate with the local continuum of care. Projects must meet minimum threshold requirements including site control, NEPA requirements, qualified development management teams, financial feasibility, qualifying population targeting, supportive services plan, and realistic schedule meeting commitment deadlines of September 30, 2030. all projects must meet minimum threshold requirements which are: site control and nepa requirements qualified developmentmanagement teams financial feasibility and leverage 4 qualifying population targeting and coordinated entry referral plan

Respondents violating no-lobbying provisions or engaging in attempts to influence the decision-making process through public communication may be subject to immediate disqualification. any respondent violating any of the aforementioned conditions is subject toimmediate disqualification from consideration.

All hardware delivery, installation if applicable, and training shall take place at Grand Bay Range, Moody AFB, GA. Specific delivery dates are not detailed in the provided text.

The LCRHTF will use evaluation criteria and rating points to determine the most highly qualified firm, including experience, project design, readiness, and management capacity.

Development partners can demonstrate expertise in prior affordable housing projects and ideally demonstrate experience with previous shared equity housing programs through providing a resume of similar past affordable housing construction and/or development experience.

Liquidated damages may apply to this contract as incorporated in Exhibit E, attached to the draft contract.

Protests must be submitted in writing to the Administrative Board within seven (7) calendar days after receiving notice of the selection.

Failure to include all required elements in the proposal, late submittals, or failure to provide insurance certificates within the stated time may result in rejection of the proposal.

The maximum amount of Lake County Regional Housing Trust Fund (LCRHTF) funds available is $1,250,****.

Proposals are due by July 23, 2026, at 2:00 PM EST. Sample materials must be provided by August 17, 2026.

Payment terms are net not later than 30 days after receipt of correct invoice or acceptance of goods, whichever is later.

WSFCS intends to award to the bidder who best matches the needs of the district, considering price, quality, reputation, performance, conformity with specifications, suitability, related services, and delivery dates.

Vendors must have the proper license as required under North Carolina laws. They must also certify they are not debarred, suspended, or declared ineligible from covered transactions.

There will be no pre-bid conference for this RFP.

Sample materials must be provided by August 17, 2026, and will be reviewed by schools using a district rubric.

Failure to sign the bid before submittal, late bids, or bids not submitted with required information on the outside of the sealed package will result in rejection.
