Responses to this IFB must be received by July 08, 2025, 10:30 AM Central Time. Bidders must submit a comprehensive response including all required information and documentation. Questions and clarifications must be submitted by June 25, 2025, 5:00 PM Central Time. The anticipated contract start date is September 01, 2025. The contract will be effective on the date the contract is issued and will expire on August 31, 2027. The scope of work includes bilingual psychological services for residents of San Antonio State
Hospital. The contracted psychologist must be proficient in English and Spanish. Additional documents, such as experience and qualification forms, are required. The bidder must have relevant experience for the performance of the services, minimum of two years, and an active Texas license to practice psychology without any sanctions. The bidder must have a doctorate/post-graduate degree in psychology and completed graduate training in clinical psychology, counseling, neuropsychology, and educational school psychology. Bidders must provide three verifiable references for current or previous contracts of the same size and for similar or same services within the last five years. Hospital. The contractor is responsible for all labor, tools, transportation, equipment, materials, and supplies. The contractor must comply with all federal, state, and local laws, statutes, ordinances, rules, and regulations. The contractor must provide substitutes for any of its employees or subcontractors employees providing services at the HHS facility who may be absent for any reason. The contractor must have an active telephone service answered during normal business hours. The contractor must provide the HHS agency contract manager with 24-hour contact information for a minimum of two contractor personnel. All personnel employed by the contractor must comply with all applicable state rules, regulations, and HHS agency requests regarding personal and professional conduct. The use or possession of any kind of intoxicants or illegal drugs by contractor or any of its subcontractors employees while on duty at HHS agency premises is prohibited. All contractor and subcontractor employees are required to wear company uniforms and identifying badges. The contractor shall be responsible for the security, maintenance, loss, or damage to its equipment or its subcontractors equipment while on HHS agency premises. HHS agency will not be responsible for damage to or loss of the contractors or subcontractors equipment. Background checks are required for all contractor personnel. The contractor must maintain required insurance during the contract term. Invoices must be submitted monthly or as otherwise indicated on the purchase order. Payment will be made in accordance with the pricing provided on Exhibit C. The HHS agency must acknowledge that the services have been satisfactorily performed prior to approving the invoice for payment. The contractor must notify the designated HHS contract manager in writing of any price decrease that becomes available during the contract term. The contractor must provide supporting documentation to justify any price adjustment. The contract is subject to the Texas Public Information Act (PIA). Bidders must submit a separate public information act copy of the original response. The contractor is retained as an independent contractor and in no event shall any employee hired by the contractor be considered an employee of the state.
