All services must commence within 60 calendar days of receipt of purchase order or notice to proceed and be completed within 30 calendar days. All services described in the scope of work must commence within sixty 60 calendar days of receipt of purchase order or notice to proceed email sufficient and must be completed within thirty 30 calendar days, or as otherwise determined by the tribe.

Submissions will be evaluated based on on-time and complete submission, license requirements, projected completion date and lead time, previous performance, statement of qualifications, current and pending workload, and pricing versus the market. he tribe will conduct a comprehensive, fair, and impartial evaluation of all documents received in response to this solicitation.

Bidders must be normally engaged in performing the type of work specified, have adequate organizational resources, facilities, equipment, and personnel. They must hold a current certified license relevant to the services, have a minimum of two years of experience, maintain a fully equipped organization, and carry adequate insurance. be the prime contractor and may only subcontract out work or partner with another firm if explicitly authorized in writing by the tribe.

A mandatory pre-bid conference is scheduled for July 7, 2026, at 11:00 AM ET at **** Bert Frazier Road, Clewiston, Florida, **** is mandatory to be eligible for award.

The deadline for questions is July 9, 2026, at 5:00 PM ET. Questions received after the deadline for questions shall not be considered.

Failure to disclose subcontractors, arriving more than ten minutes late to the pre-bid conference, submitting altered files, illegible or unintelligible submissions, not meeting criteria or requirements, or being unresponsive or unable to complete the vendor registration process may result in disqualification. any violation of the restriction imposed above regarding correspondence may constitute grounds for rejection of a response at any time.

The closing date for submissions is January 4, 2024.

Delivery shall be executed over twenty-four (24) weeks from the date of award.

The contractor shall offer a standard commercial warranty, including onsite service warranty on labor, parts, and materials for a minimum period of one (1) year from the date of installation. Additionally, the contractor shall provide application and technical support free of charge.

Responses to this IFB must be received by July 7, 2026, 10:30 am.

HHS system agency will make contract payments in accordance with chapter **** of the Texas Government Code, commonly known as the Texas Prompt Payment Act.

HHSC shall not be obligated to select the bidder with the lowest price but shall make an award to the bidder who provides the best value to the state of Texas.

To be considered for award, bidders must submit a comprehensive response which includes all required information and documentation as outlined in this IFB to ensure the bidder meets all requirements, possesses the required experience and qualifications, and has the capacity to provide the goods and/or services described in this IFB.

Texas Administrative Code, Title 1, Part 15, Chapter 391, Subchapter C provides a formal protest procedure.

Failure to comply with IFB requirements, including submission instructions, proper labeling, and timely receipt, may result in disqualification. Submitting exceptions to the IFB or including assumptions could also lead to disqualification.
