This Broad Agency Announcement (BAA) from the Army Contracting Command (ACC) on behalf of the Army Futures Command (AFC) Command and Control Cross-Functional Team (C2CFT) solicits proposals for research and development. The BAA utilizes a two-phase process: Phase I involves the submission of white papers, followed by a technological demonstration by invitation only. Phase II involves the submission of full proposals by invitation only. White papers can be submitted at any time until the BAA's expiration on March 23, 2030. The C2CFT focuses on modernizing the Army's tactical network and C3I systems. Research interests include the unified network, common operating environment, joint and coalition interoperability, and command post mobility and survivability. Proposed technologies should be at Technology Readiness Level (TRL) 6 or higher. Offerors must register with the Joint Communications Marketplace (JCM) prior to white paper submission. Contract types may include cost reimbursement, cooperative agreements, or Other Transaction (OT) agreements. The government reserves the right to fund all, some, one, or none of the proposals received. Multiple awards are anticipated. All submissions, technical questions, and clarifications should be directed via the JCM site. Contractual questions should be directed to the ACC representative identified in SAM. gov.
The BAA will be valid through March 23, 2030, unless terminated sooner. White papers may be submitted at any time while this BAA remains open. The government may award a contract or other transaction at any time while this BAA remains open, and an award may also be made after the BAA expiration date if the white paper is received before the expiration date occurs, no later than six months after the BAA expiration date.
Proposals will be evaluated based on overall scientific and technical merits/challenge, potential contributions and relevance to DOD mission, program management (offeror capabilities and milestones), consideration of cost proposals, and intellectual property data rights.
To be eligible for award of a contract, all prospective offerors, with the exception of other governments, including state and local government agencies, must meet certain minimum standards pertaining to financial resources, adequacy of accounting systems, ability to comply with performance schedules, prior record of past performance, integrity, organizational structure, experience, operational controls, technical skills, facilities and equipment.
If the contracting officer receives a written request for a debriefing within 3 days after the date on which the offeror has received notification that it has not been selected to participate in the technological demonstration, and/or submit a proposal for phase II review, the contracting officer may provide a debriefing.
