Delivery is required on or before November 13, 2026.

Payment will be made by Wide Area Workflow (WAWF) system. Electronic submission of payment requests and receiving reports is required.

A statement of warranty terms and conditions in English must be provided by the vendor.

Award will be made to the responsible quoter based on the lowest evaluated price of quotes meeting or exceeding the acceptability standards for technical factors (Lowest Price Technically Acceptable - LPTA).

Quoters must be registered in the System for Award Management (SAM) at the time of quote submission and award. The delivered equipment shall be new and not a used or remanufactured product.

Failure to meet a requirement may result in the quote being ineligible for award. Failure to submit the safety data sheet prior to award may result in the apparently successful offeror being considered nonresponsible and ineligible for award.

Hardware must be delivered 5 days after award. The period of performance is from September 4th, 2026, to September 3rd, 2027.

Payment will be made by Electronic Funds Transfer (EFT) or purchase card. Invoices are submitted upon completion of service or delivery of goods.

FDIC will accept the contractor's commercial warranty but does not accept a disclaimer of the implied warranty of merchantability and fitness for purpose.

The solicitation is for RFP Best Value.

Contractors must have extensive, prior hand-on experience in deploying Palo Alto Prisma Access, ADEM services, firewalls, and panoramas, with at least 15 years of Palo Alto design and deployment experience. Expert-level certifications are required.

Bid due date and time is July 29, 2026, at 12:00 PM.

Payment will be made after CalOptima Health's acceptance of goods and receipt of a complete invoice for the period or project. Partial payments may be made according to the schedule in the scope of work. Invoices must be submitted monthly in arrears.

Violation by a bidder or their representative of communication rules may result in rejection of the bid, being found nonresponsible, barred from future procurements, and subject to other legal penalties.

Protests relating to the content of the solicitation or an addendum must be filed within five business days after the date CalOptima Health releases the solicitation or addendum. Protests relating to notice of nonresponsiveness must be filed within three business days after CalOptima Health issues such notice. Protests relating to the intent to award must be filed within five business days following CalOptima Health's announcement of the awarded bidder.

Bidders may be disqualified if they violate communication rules, have a prohibited prior work relationship with CalOptima Health, or fail to comply with IFB requirements or evidence of unfair bid practices.

The contract period is 8 years and 15 days, with 3 option years, expiring August 14, 2027.
