The proposal submission deadline is July 14, 2026, prior to 2:00 PM Mountain Daylight Time.

Payment will be processed upon satisfactory completion of services and submission of a detailed invoice, as outlined in the contract documents. Partial payments may be issued based on progress.

Proposals will be evaluated based on demonstrated qualifications, relevant experience, technical proposed approach, capacity to perform, responsiveness, and overall value to the city.

Proposers must demonstrate ability to meet project schedules, have a satisfactory performance record, maintain integrity and ethical practices, and be fully qualified and eligible to contract with the city.

A nonmandatory virtual preproposal meeting will be held on June 25, 2026. Specific site visit requirements are not detailed.

The inquiry deadline for questions is July 6, 2026. No questions are accepted after this date.

Proposals may be disqualified for reasons including submission of more than one proposal for the same service, evidence of collusion, or failure to comply with solicitation requirements.

Responses are due by 4:00 PM EST on July 14, 2026.

Award will be made to the highest ranked responsive and responsible offerors whose offer is determined to be the most advantageous for the district, based on a combination of technical and cost proposal scores.

Offerors must be presently providing security system services or have provided such services within the last 18 months for K12 school districts or commercial businesses with similar specifications, be licensed, have staff support, demonstrate financial stability, and have a record of at least three years of successful safety system services experience.

Protests must be filed within fifteen days of the applicable solicitation document issuance date or ten days of the notification of award.

Violation of prohibited communications and donations restrictions may result in disqualification of your offer, suspension, or debarment.

Proposals must be received by 2:00 p. m. Central Time on July 8, 2026.

Payment will be made by electronic direct deposit in accordance with Chapter ****, Texas Government Code (Texas Prompt Payment Act). The member identified in the order form will pay the amount due to the provider.

Provider warrants that the services will perform substantially in accordance with documentation, will not materially decrease in functionality, will not contain malicious code, and will be performed in a diligent, professional, and workmanlike manner.

The award will be made to the respondent whose proposed solution represents the best value to the Texas A&M University System.

Respondents must be qualified and provide a company profile, technical proposal, and vendor qualifications, including at least three client references from the past three years.

The document does not explicitly detail penalties for non-performance, but mentions that a false certification can be grounds for immediate termination of any resulting contract.
