This is an informal request for proposals (RFP) from the Alhambra Unified School District for waste disposal, recycling, and organics collection services. Proposals must be submitted electronically via email by May 29, 2026, at 5 PM. All questions or requests for clarification must be submitted in writing via email no later than May 22, 2026. The contract will have an initial term of three years with optional annual renewals. Payment will be made monthly in arrears upon receipt of a properly submitted invoice. The selected contractor will be responsible for providing all labor, equipment, materials, transportation, and supervision necessary for routine and as-needed collection, removal, and proper disposal of solid waste, recyclable materials, and organic waste. The contractor must comply with all applicable federal, state, and local regulations, including SB **** requirements. Insurance requirements include general liability, automobile liability, and workers compensation. The district reserves the right to accept or reject any or all proposals, waive informalities, request clarification, and negotiate terms. Proposals must be complete and address all requirements outlined in the RFP. Pricing must be submitted on the district-provided pricing sheet and be inclusive of all costs.

Payment shall be made monthly in arrears upon receipt of a properly submitted and itemized invoice detailing services performed during the billing period.
Proposals will be evaluated based on a combination of factors to determine the best overall value to the district. Evaluation criteria may include, but are not limited to, overall cost, responsiveness to the requirements of this request for informal proposals, experience and qualifications of the proposer, quality and reliability of proposed services, demonstrated ability to perform similar services for public agencies, and compliance with applicable laws and regulations.
Proposers shall demonstrate relevant experience in providing waste disposal, recycling, and organics collection services and include a description of their qualifications, experience with similar contracts, and ability to perform services for public agencies.
Failure to perform scheduled pickups or repeated service deficiencies may result in written notice to the contractor and may constitute grounds for contract termination. In the event of a missed pickup, the contractor shall remedy the missed service within a timeframe acceptable to the district, at no additional cost. The district reserves the right to withhold or deduct payment for missed or incomplete services.

Incomplete proposals or those that fail to address the districts requirements may be deemed nonresponsive. Late submissions may be rejected at the districts discretion.
