The services provided under the contract shall conform to all information contained within the RFP documents as well as applicable industry published technical specifications. Evaluation criteria include staffing and qualifications (35 points), relevant experience and past performance (25 points), understanding of the required scope of service (30 points), and proposal pricing and fees (20 points).

Contractors must be qualified, bonded, and licensed, with a documented record of accomplishments providing the required services. They must also demonstrate their capacity and readiness to perform the scope of services immediately upon contract execution.
