The Commonwealth has partnered with eBridge to host this bidding event on its Web- Based Bidding Platform. The awarded supplier is obligated to pay a transaction fee to eBridge pursuant to the Terms and Conditions accepted upon placement of initial bid. This RFB will consist of two phases. Phase 1: VENDORS SHALL SUBMIT UNPRICED OFFERS per instruction in Section 3. 04. Prices will be accepted only from bidders whose unpriced technical offer is found acceptable during Phase 1. Phase 2: PRICES WILL ONLY BE ACCEPTED IN THE SECOND PHASE DURING THE ONLINE REVERSE AUCTION BIDDING EVENT.
