The overall contract delivery period is from date of lead time event to delivery 8 weeks.

Delivery will be specified in individual delivery orders. For spot buys/direct ship requisitions, delivery is 14 calendar days. For stock replenishment, production lead time is 15 days. Total delivery days for FAT (if applicable), completion of production units including PLT samples, and submission for government testing is 45 days. Government PLT report evaluation and notification to contractor is 90 days. Delivery of final production quantity to government is not specified. Total delivery days sum of FAT, PLT, and final production is 180 days.

Payment will be processed through the Wide Area Workflow (WAWF) system. Contractors shall use specific document types (cost voucher, invoice and receiving report, progress payment request, performance-based payment request, or commercial financing request) based on the contract type and requirements.

Upon award, the contractor shall affix a warranty label to each unit of GPETE deliverable under the contract. The label will indicate nomenclature, manufacturer, cage, model number, NSN, contract number, and warranty expiration date.

The government intends to make an award to the eligible, responsible, technically acceptable offeror with the lowest evaluated price.

Offerors must be small business concerns. Technical proposals will be evaluated for acceptability based on compliance with the purchase description and demonstration of understanding of requirements. Offerors must also be responsible and eligible.

If a PLT sample fails, the entire production lot fails. The contractor shall propose corrective action if appropriate. Failure to correct deficiencies in BST units within the specified time may result in disqualification.

A guidance conference and/or provisioning conference may be held at NAVSUP WSS Mechanicsburg at the discretion of the program manager. The contractor shall attend a guidance conference no later than 120 days after award.

Production Lot Test (PLT) units (2 each) are required and will be requested upon placement of the initial delivery order, due within 45 days after the date of order. Bid Sample Test (BST) units (2 each) are also required and shall be provided within 45 days after notification of acceptance of the technical proposal.

Protests, as defined in FAR ****, that are filed directly with an agency, and copies of any protests that are filed with the GAO, shall be served on the contracting officer. The copy of any protest shall be received in the designated office within one day of filing a protest with the GAO.

Failure to correct deficiencies in Bid Sample Test (BST) units within the specified time period may result in disqualification from further consideration.

The stated contract maximum is $1,300,****.

Offerors must submit a technical proposal that is sufficiently detailed, specific, and complete to enable government personnel to make a thorough evaluation and determine a reasonable likelihood of meeting the requirements. Technical proposals are evaluated on an acceptable/unacceptable basis.
