The City of Tulsa is requesting bids for a secondary seller for biosolids hauling for use by the water and sewer department. The bid submission date is 01/07/2026. Bids must be sealed and either mailed or delivered to the City Clerk's Office. All questions should be emailed with TAC 818F on the subject line. The city intends to award a one-year annual contract. The city may offer the seller the opportunity for additional one-year terms. The city also reserves the right to make multiple or partial awards. The city is requesting bids for a secondary seller for biosolids hauling for use by the water and sewer department. Delivery requirements all prices quoted shall be based on delivery f. o. b. tulsa, oklahoma or to any other points as maybe designated in the specifications, with all charges prepaid by seller to the actual point of delivery. Bids must state the number of days required for delivery under normal conditions. Absolutely no items over 500lbs. may be directly shipped to the city requiring the city personnel tounload from the shipping truck or trailer. The city carries no responsibility for any damages incurredduring an unloading occurrence. All unloading shall be the responsibility of the seller andor shippingentity. The city will provide the location of the sites, quantity to be hauled to each site, and the roundtrip distance and preferred driving route. The city shall determine the order of land application sites to be hauled to. Haul routes may be amended by the city should the need arise. The city uses 30 cubic yard end dumps. If the sellers utilizes larger trailer sizes such as 55 cubic yard trailers, then the sellers will be responsible for ensuring that they can fit into the gate at the properties where the biosolids will be land applied. The city will not be forced into using certain land application sites due to the needs of the sellers being able to fit their large trailers into the gate. All sites are permitted with the ability to fit a 30 cubic yard end dump into the gate or property. The city and sellers should evaluate the field prior to hauling each day. The city may recommend to the sellers to haul lighter loads to prevent trucks and trailers from getting stuck in the field. Should the sellers ask the city for help in getting a truck unstuck, the city is not responsible for any damage. Additionally, the city may terminate operations early for the day should the city have to spend an excessive amount of time getting trucks unstuck in the field. The city will be responsible for making available to the sellers, biosolids that are stabilized to a minimum of class b criteria as defined by the odeq bulletin number ****, section **** and u. s. e. p. a. 40 cfr 503, subpart d and oac 252: 606. The city shall ensure sellers and its employees, agents, or subcontractors access to and from the biosolids storage location and the adjacent biosolids loading areas on city premises for removal operations four 4 days a week during normal working hours. The city may modify dates and times as necessary to ensure compliance with odeq and permit guidelines. The city may delay or suspend the hauling of biosolids prior to the end of the established workday as described in section **** if it appears to the city that biosolids incorporation may not be accomplished during the same working day due to equipment failure, site conditions, weather conditions, or as the city shall require. The city may reject any or all bids in whole or in part. Reasons a bid may be rejected include, but are not limited to the following: a submitted bid does not contain all the necessary materials, signatures, andor affidavits listed on the included checklist the bid does not meet specifications and requirements in some material way the bidder holds outstanding debt to the city the bidder adds additional terms and conditions that modify ifb requirements or attempt to limit bidders liability to the city. The bid notice states, if your bid is accepted, state the number of days you need to deliver the supplies andor to begin providing services: you must be able to deliver the supplies andor services as specified in your bid.
Payment will be made net 30 days after receipt of a properly submitted invoice or the citys acceptance of the supplies or services, whichever is later.
The seller agrees that all warranties set forth herein will remain in effect for a period of one 1 year from the date city accepts the supplies andor services, or as specified in the specifications, whichever is later.
The bid award will go to the lowest secure bidder: the supply or service that can best meet the citys needs at the lowest cost.
The city may reject any or all bids in whole or in part. Reasons a bid may be rejected include, but are not limited to the following: a submitted bid does not contain all the necessary materials, signatures, andor affidavits listed on the included checklist the bid does not meet specifications and requirements in some material way the bidder holds outstanding debt to the city the bidder adds additional terms and conditions that modify ifb requirements or attempt to limit bidders liability to the city.
Failure to do so may result in city terminating the agreement and pursuing collection under any performance bond, as well as seeking any other damages to which it may be entitled in law or in equity.

Bidders who are not recommended for award can issue an appeal and ask that the bid award be reconsidered.
