The deadline for receipt of proposals is May 27, 2026, at 2:00 PM EST. Proposals must be mailed to Christina School District, **** S. College Avenue, Newark, DE ****.

The district will pay vendors monthly, within thirty (30) days of receipt of the vendor's billing, for legitimately earned amounts supported by payroll data and an itemized accounting of reimbursable direct non-salary costs. Final settlement will be made within thirty (30) days from the date of final written district acceptance of the work and services.

The successful vendors shall be required to extend any policy guarantee usually offered to the general public, federal, state, county, or municipal governments, on material in this contract against defective material, workmanship, and performance.

The award will be based on the following criteria: bidder's experience and expertise (20%), capacity to meet the requirements (40%), stability of staff (30%), and cost (hourly rate per employee) (10%).

Potential employees must be certified in their content area and/or in special education for grades PreK through twelve. Vendors must provide Delaware licenses and/or certifications necessary to perform services.

Firms must be qualified certified public accounting firms, possess valid Delaware CPA licenses or equivalent, have a valid Delaware firm professional license and business license, and meet minimum requirements regarding independence, peer review, and staff qualifications.

If the selected firm violates any provision of the RFP or contract without prior approval, they may be subject to liquidated damages of one-tenth of one percent (0. 1%) of the total contract price for each day following the violation, up to ten percent (10%) of the total price.
