This is a Request for Proposal (RFP) for actuarial audit services for the U. S. Railroad Retirement Board (RRB) Office of Inspector General (OIG). The RRB will pay the contractor for the successful completion of tasks and submission of deliverables in arrears, after acceptance by the RRB. Payments will be made via electronic funds transfer (EFT).
The government will award a contract based on price and technical factors, including past performance, to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government. Technical evaluation will be weighted significantly greater than price evaluation.
Offerors must be registered in the System for Award Management (SAM) website (www. ***. *. *) at the time of proposal submission. The principal actuary consultant must be a Fellow of the Society of Actuaries and an Enrolled Actuary, and senior actuaries must be members of the Society of Actuaries. Specific experience requirements for the principal and senior actuaries are detailed in the solicitation.
Failure of the contractor to acceptably perform required services may result in the withholding of payments under this contract, unless such failure arises out of causes beyond the control and without the fault or negligence of the contractor.

Protests must be served on the contracting officer by obtaining written and dated acknowledgment of receipt. A copy of any protest filed with the GAO must be received in the designated office within one day of filing.
