Proposals must be delivered by 2:00 p. m. August 3, 2026.

The entire work must be completed and ready for use no later than 60 days after the Notice to Proceed (NTP) issuance. This includes final cleanup of the premises.

Requests for payment can be made no more frequently than monthly, covering the value of labor and materials completed and in place. The payment determination is made by the contracting officer after inspection. The 14-day payment period is extended to 30 days.

The contractor shall provide manufacturer warranties to be issued upon project completion. Special warranties may be required as stipulated in FAR ****, Warranty of Construction.

The U. S. government intends to award a contract to the responsible company submitting an acceptable offer at the lowest price.

Offerors must be registered in the SAM system for Award Management Database at www. ***. *. * prior to proposal submission. The contractor personnel responsible for the project must qualify as described in the document, including specific engineer and foreman qualifications.

If the contractor fails to complete the work within the specified time, liquidated damages of 3,000 Baht will be charged for each calendar day of delay.

A site visit is mandatory and scheduled for July 6, 2026, at 10:00 AM at 33 Rajdamri Road, Lumpini, Pathumwan, Bangkok **** for personnel joining the site visit must be submitted by July 1, 2026.

Samples may be requested to illustrate materials and workmanship and to establish standards by which completed work is judged. The contractor shall submit three or to be notified of each sample requested.

Request for questions and drawings regarding this work may be submitted no later than 4:00 PM Bangkok time on July 9, 2026.

Failure to be registered in SAM. gov at the time of proposal submission may deem the offeror's proposal non-responsive. Incomplete quotations will not be accepted. Failure to timely submit required security may result in rescinding or termination of the contract.

The contractor shall complete the work within 365 calendar days after receiving award, notice to proceed.

The government shall make progress payments monthly as the work proceeds, or at more frequent intervals as determined by the contracting officer, on estimates of work accomplished which meets the standards of quality established under the contract, as approved by the contracting officer.

The deadline to receive quotes has been extended to close of business, July 13, 2026.
