The university is governed by the Tennessee Prompt Pay Act of ****, which allows 45 days for payment of invoices. It is common practice to pay all legitimate charges within a thirty (30) day period from receipt of an undisputed invoice. A prompt payment discount will be considered in the award process when given for 30 days (e. g. , 1% net 30). Payment terms for less than thirty (30) days will not be considered and may cause the proposal to be considered noncompliant.
Bidders must provide a minimum 3-year warranty against paint peeling, cracking, or rust-through, and a 5-year warranty on vinyl adhesion and colorfastness.
An award for this bid shall be made to the lowest responsive and responsible bidder for all items considering the following: ability to perform, conformity to specifications, required submittals, company history/experience/references, vendor qualifications, and pricing.
Bidders must be duly authorized to do business and be in good standing under the laws of the state of Tennessee. They must also have all licenses, permits, and certificates required by federal and state laws for the performance of this contract. Additionally, bidders must provide a minimum of three years in business providing the commodity or service and be a certified installer for 3M or Avery Dennison graphics systems.
Proposers must raise and address all questions and/or concerns during the question and clarification period, with the deadline to submit questions being April 10, 2026, at 4:00 PM CT.
