The delivery of the installation phase must not exceed 24 months. The anticipated delivery of the post-installation support phase is immediately upon inspection and acceptance of installation through the last day of the final exercised option period.

Payment terms for all contract line items (CLINs) are Net30. The minimum guarantee of obligation under this contract is $10,****, which may be satisfied by the first task/delivery order.

The contractor's standard commercial warranty shall be deemed to be a part of this contract unless otherwise specified. If the contractor does not have a standard warranty, the warranty provisions of UCC Article 2 shall apply.

The award will be made to the lowest price technically acceptable offeror otherwise eligible for award.

Offerors must be registered in the System for Award Management (SAM) to be eligible for award. Further eligibility requirements are detailed in Sections L and M of the Solicitation for Offers (SFO).

The contract includes clauses related to penalties for defective certified cost or pricing data, and potential termination for default.

An optional site visit is scheduled for March 19, 2026, at 8:00 am Central Time at the Mike Monroney Aeronautical Center (MMAC). RSVP is required by March 16, 2026.

Protests must be filed with the Office of Dispute Resolution for Acquisition (ODRA) within specific timeframes, generally prior to bid opening or within 7 business days after the protester knew or should have known of the grounds for the protest.

The bid notice states that should a company wish to be reviewed and qualified as an approved source, they may submit an application package through the dla land and maritime alternate offer source approval request sar program.

The deadline for submitting quotes is 12:00 PM CST on April 23, 2026. The contract period includes a base year (05/01/2026 - 04/30/2027) and four option years.

The government will award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government considering price and other factors, specifically technical capability or quality, price, and past performance.

Offerors must submit proof of their authorization to perform the services and access to the current Siemens system, an authorized letter from Siemens, technical documentation explaining communication operational procedures, proof of an active Utah State Fire Marshal's license (Class H1 and H2), and proof of active certification of their designated technicians for Utah State SFM automatic fire sprinkler system inspecting and testing, and Utah State SFM fire alarm inspecting and testing.

An optional site visit will take place at 9:00 AM MDT on April 16, 2026.

The deadline for all questions is 12:00 PM CST on April 21, 2026.

The work shall be completed within 60 calendar days of the start date provided on the notice to proceed. The notice to proceed will be issued with a period of performance inclusive of supply lead times, material deliveries, decommissioning, installation, anticipated average weather days, final commissioning, and acceptance. All onsite work must be performed during normal business hours of ****, Monday through Friday, unless approved otherwise. Work shall be completed within 60 calendar days of the start date provided on the notice to proceed.
