The deadline for submitting responses to this RFI is 2:00 PM ET on Wednesday, May 22, 2026.

Instructors must be employees of an accredited postsecondary institution, vocational training school, or industry-based school and possess all necessary qualifications, credentials, and experience to teach asphalt milling and paving technology, demonstrating technical expertise and documented teaching or workforce training experience. The proposing institution must hold current accreditation from a recognized body, and the occupational education program must fall under its umbrella of accreditation, leading to a certificate of completion and awarding CEUs.

Responses are due by 13:00 1pm EST EDT on 4 23 2026.

The government intends to award a single or multiple firm fixed price purchase order on an all or some basis with payment terms of net 30.

The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered.

Offeror shall have an active registration in the System for Award Management SAM found at https:sam. gov content home in order to provide a quote and be eligible for award. Must provide their UEID CAGE code with their quote and page 1 of their SAM registration.

Offers that are non responsive may be excluded from further evaluation and rejected without further notification to the offeror.

The event will be celebrated on July 30, 2026, and the contractor shall provide services from 07:00 hours until at least 19:00 hours, with flexibility for earlier or later services and weekend availability for delivery, assembly, and installation as needed.

Local Mexican offerors shall submit pricing in Mexican Pesos, as payment will be made in Mexican Pesos at a Mexican bank. U. S. firms are eligible to be paid in U. S. Dollars and must submit their offers in U. S. Dollars. Local companies may also be paid in U. S. Dollars, provided they maintain a U. S. dollar bank account at a Mexican bank.

The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The evaluation factors include technically acceptable quote and price.

To be considered technically acceptable, the quote must include Standard Form SF18 pricing table, a completed Section 4 Representations and Certifications, information demonstrating the offeror's ability to perform including the name of a project manager, evidence of an established business, and a list of past events over the past 2 years with relevant past performance information and references. Offerors must also be registered in SAM. gov.

No site visit is planned for this solicitation.

Questions deadline is May 26, 2026, 12:00 hrs. local time Mexico City.

Failure to be registered in SAM. gov at the time of proposal submission shall deem the offeror's proposal to be considered non-responsive to the solicitation requirements and no further consideration will be given.
