The bid notice states that all tasks shall be completed and final deliverables approved within 365 days after award.

The bid notice states that the contractor may request progress payments up to the authorized amounts for each billing milestone listed in Table 3.

The bid notice requires the contractor to involve key personnel, including a project manager with at least 3 projects similar in size and scope, and a subject matter expert (SME) with a minimum of 5 years of experience with marine casualty spill response planning and Incident Command System (ICS).

Site visits to the Alaska Regional Office are not required under this contract, but in-person meetings at the contractor's main office can be arranged and are encouraged, particularly during storyboard review.

The bid submission deadline for both mail-in hard copy and electronic submittals is Tuesday, June 9, 2026, by 2:00 p. m. EST. The bid opening will take place on the same day from 2:00 pm to 2:30 pm EST.

The bidder must be capable of providing warranty repair work and service on Trane, Lennox, and Carrier commercial/industrial equipment.

All proposals will be evaluated on the following criteria: 1. Cost, 2. Quality of parts and labor, 3. Service capabilities of bidder, 4. Projected water pollution control facilities service needs, and 5. All and any information provided by the bidders that may be legally considered.

Each bidder must provide a brief description of your firm's capabilities with emphasis on commercial/industrial HVAC capabilities.

The city of flint reserves the right to reject any or all bids, or to accept or reject any bid in part, and to waive any minor informality or irregularity in bids received if it is determined by the city of flint, or their designee, that the best interest of the city will be served by doing so. No bid will be considered from any person, firm or corporation in arrears or in default to the city on any contract, debt, taxes or other obligation, or if the bidder is debarred by the city of flint from consideration for a contract award pursuant to section **** d of article iv of the purchasing ordinance of the city of flint.

The bid submission deadline is Wednesday, June 10, 2026, by 11:00 a. m. EST.

All work shall have a one (1) year parts and labor warranty.

All proposals will be evaluated on the following criteria: adherence to proposal requirements, references, and any other factors that may be in the city's best interest. Cost, serviceability, financial stability, and all requirements set forth in the document shall be considered as selection and award criteria unless otherwise specified.

The successful bidder shall have at least ten (10) years of industrial pump repair experience, preferably in wastewater treatment or water pump repair. Bidder shall have hoisting capability for lifting and transporting equipment.

Failure to deliver in accordance with specifications will be cause for the City of Flint to cancel the contract or any part thereof and purchase on the open market, charging any additional cost to the contractor/vendor.

The owner reserves the right to inspect the bidders premises at its discretion.

Bid protests may be filed as outlined in Flint City Charter section ****.

Failure to use the bid form shall result in bid disqualification. Failure to bid on all items shall result in an incomplete bid determination. Violations of the ethics provision of the ordinance may subject the bidder or proposer to debarment.

A non-mandatory pre-bid meeting will be held on Tuesday, June 9, 2026, at 9:00 AM in the Everglades Room.
