Compensation will be through cost reimbursement. Payment of the retained amount will be made based upon satisfactory acceptance of monthly written fiscal and program progress reports with supporting documentation, and a written final fiscal and final program progress report.
Proposals will be evaluated based on administrative requirements, competence, staffing and project organization, service delivery, and financial aspects. The evaluation process includes three phases: administrative requirements, proposal application, and recommendation for award.
Applicants must have prior experience in administering federally funded programs and demonstrate the capability to coordinate services with other agencies. Specific qualifications include age, residency, and income requirements for participants.
The deadline for submission of written questions is Friday, July 10, 2026, at 4:30 p. m. HST. Protests must be filed within five working days of the postmark of the notice of findings and decision.
Proposals may be rejected for failure to cooperate, inadequate accounting systems, late submissions, inadequate responses, non-responsiveness, or if the applicant is deemed not responsible.
The estimated total value is $425,**** per year, based on the anticipated funding for program years 2027 and 2028, comparable to the 2026 funding.
