This is a statement of work for controller training solutions II (CTS II). The Federal Aviation Administration (FAA) requires training and training program support services for its air traffic control (ATC) specialists. The contractor will provide training and related support services at various ATC facilities nationwide. The FAA retains responsibility for overall program management, including recruiting, hiring, credentialing, and on-the-job training. The contractor must comply with applicable FAA orders, directives, and policies. Government-furnished property (GFP) will be provided for contractor use, and the contractor must establish procedures to safeguard and control it. A transition plan from the previous contract to CTS II is required within 15 days of contract award, and a transition-out plan is due 120 days prior to contract expiration. This is a request for quote (RFQ) for a mechanical draftsman to generate technical data packages for locally manufactured tools. The period of performance is 12 months base plus 4 one-year options. The new task order will have a one-month base period starting June 2, 2025, with a one-month option. The government requires continued support to avoid mission impacts in strategic communication, directors action group, security, personnel, awards, decoration, and public affairs. The incumbent contractor (BTAS Inc. ) has demonstrated expertise and is the only source capable of meeting the performance schedule. Market research was not conducted due to the procurement and on-ramp time associated with soliciting alternate sources, which would result in a gap in service. The contracting officer has determined the GSA rates to be fair and reasonable.
