In case of failure to make delivery or deliver goods not in accordance with specifications, the college may hold the bidder liable for the difference in cost or for ten percent of the bid amount as liquidated damages for delay. in case the bidder fails to make delivery of any item or items within the terms herein specified, or shall make delivery of goods not in accordance with the terms and specifications, the college shall have the right to declare the order canceled and either accept the next lowest quote or again advertise for quotes and to hold the original bidder liable for the difference between the amount of its quote and the amount that the board shall in either of such cases be required to pay, or the college may elect to receive the item or items not delivered within the time and hold the bidder responsible for an amount equal to ten percent of the amount bid on such items as liquidated damages for the delay, and said bidder in such cases agrees to make payment accordingly.

Bids must be received by 2:30 p. m. on July 14, 2026.

Payment terms are net 30 unless otherwise specified. Favorable term discounts may be offered and will be considered in determining low bids if they are deemed advantageous to the city.

Contractor shall guarantee all specified work performed for a period of one (1) year from the date of written acceptance of the work by the owner's designated representative. The TPO roof system includes a manufacturer's standard 20-year labor material roof warranty.

The project will be awarded to the responsive and responsible bidder submitting the lowest total base bid.

Bidder must be licensed by the state of Georgia, skilled and regularly engaged in the type of work required, and competent and knowledgeable with special skills. Bidders must also provide a tax identification number and corporate information if applicable.

Liquidated damages of $100 per calendar day will be assessed for failure to complete the work within the stipulated time.

A pre-bid conference will be held on June 18, 2026, at 10:00 a. m. at 222 Pine Avenue, Suite 260, Albany, Georgia **** bidders are responsible for examining the job site.

Any complaint from bidders relative to the invitation to bid or any attached specifications should be made prior to the time of opening of bids.

Failure to submit required information or documents, failure to sign the bid document, or failure to enclose the bid bond where required will be cause for bid rejection.

The approved vendor shall deliver all goods covered under this contract within one hundred twenty 120 days after receipt of order. Delivery shall be provided no later than 30 days after receipt of order ARO.

The vendor shall provide a one 1 year warranty on all goods covered under this contract and be able to process the claim within thirty 30 days.

Proposals will be evaluated based on the following criteria: technical compliance with the requirements, vendor experience and past performance, cost proposal, warranty and support services offered.

The formal certification must be completed, signed and returned with the offeror's bid, quotation, or proposal. The government will not consider offers for award from offerors that do not provide the certification, and all such responses will be deemed ineligible for evaluation and award.
