Property Manager Government Bids & RFPs

The proposal due date has been extended to Friday, July 24, 2026.

The government intends to award a lease resulting from this solicitation to the responsible offeror whose proposal represents the best value after evaluation in accordance with the factors and subfactors in the solicitation.

Proposals are due by August 5, 2026, at 3:00 PM ET.

Owner will not make payment for preconstruction services prior to execution of the at-risk agreement. Individual hourly billing rates should be included.

The award will be made on a best value basis, considering factors beyond just cost, including the offeror's qualifications, technical approach, and responsiveness.

Firms must demonstrate capacity and willingness to meet the target GMP, financial capacity, knowledge of LIHTC program compliance, and experience with similar projects.

The construction contract may contain penalties for liquidated damages provisions due to delivery delays impacting tax credits or lease-up.

A preproposal conference will be held on July 16, 2026, at 10:00 AM ET. Attendance is strongly encouraged but not mandatory.

Protests must be received by the owner within 10 days after the deadline for receiving bids or proposals, or upon receipt of notification of evaluation results or award.

Proposals containing false or misleading statements may be rejected. Breaching confidentiality requirements may result in disqualification.

The target maximum allowable construction cost for the project is $16,000,****.

The Town may consider cost, reputation, experience, efficiency, ability to perform within time, comparative quality of services, past performance, conditions attached to the proposal, interest in the project, and understanding of the project scope. The town may consider the following criteria when evaluating proposals, including but not limited to: a. cost b. the reputation, experience, and efficiency of the prospective manager.

Prospective managers must furnish a summary of experience on similar projects, including a brief description of past and current projects, and contact information for local references.
