CEQA compliance must be completed no later than January 9, 2027. Proposers are encouraged to provide a schedule that achieves completion within nine (6) months to allow sufficient time for review, revisions, and grant compliance. The anticipated contract term is from contract execution through completion and acceptance of all CEQA documentation.

Compensation will be based upon services rendered, expenses actually incurred, and verification of work/approval from Madera County and Yosemite Sequoia RCDC. The contractor shall not be reimbursed for any additional expenses incurred beyond the maximum amount payable, which includes travel or other expenses.

The contract will be awarded to the offeror whose offer conforming to the solicitation will be most advantageous to Madera County, Yosemite Sequoia RCDC, project partners, the funder, and overall project price, and other factors will be considered. The evaluation criteria include CEQA experience, project team qualifications, relevant wildfire/fuels projects, ability to meet timeline, and cost proposal.

The selected contractor shall have demonstrated experience with the CEQA development, submission, and monitoring process, preparing CEQA NOEs, IS/MNDs, and environmental review documents. Experience with wildfire prevention, fuels reduction, forestry, or vegetation management projects is required. The contractor must be licensed in California and have knowledge of Cal Fire grant requirements.

The selected contractor shall provide Conduct site visits and environmental reconnaissance as necessary.

The anticipated budget for CEQA compliance services is between $35,000 and $41,200. currently, a maximum of $41,200 is allocated for the forester's services under the Cal Fire grants approved budget.

Bids are due on or before 7/09/2026 at 2:30 PM.

Progress payments shall be made no more than once every thirty 30 calendar days, nor shall the amount paid be in excess of ninetyfive percent 95 of the total contract at the time of completion. Final payment shall be processed sixty 60 days after the filing of the notice of completion.

The contract shall be awarded to the lowest responsive, responsible bidder.

Each bidder shall be a licensed contractor pursuant to the business and professions code and shall be licensed in the California class A contractors license. In order to be deemed responsive, the bidder must list, in the bid forms, at least three 3 projects of similar size and scope that it has completed over the last five years.

In case all the work called for under the contract is not finished or completed within the number of calendar days as set forth in the bid proposal, the contractor shall forfeit to the district a specified sum of money, to be deducted from any payments due to the contractor. The sum of money shall be $1,800 per calendar day more than the contract time as liquidated damages.

An optional pre-bid meeting will start at 10:30 am on 6/26/2026 at the project site located at San Bernardino, California.

Any bidder submitting a bid to the district for this project may file a protest of the districts proposed award of a construction contract for this project, provided that the bid protest is submitted to and received by the department of public works special districts before 4:00 p. m. of the fifth business day following the bid opening.

All bidders must register with the ePro system prior to the date and time to receive sealed bids or they will be disqualified. Failure to complete all tabs in ePro may result in the bid not being submitted electronically. Any addendums issued during the bid process must be submitted with the bid document or the bidder will be disqualified.

Proposals will be evaluated based on approach, experience, references, timeline, and price, with the selection committee selecting the proposal demonstrating the best value. proposals will be evaluated based on the following criteria. all criteria will be considered, and the mostresponsive and responsible bidder will be selected.

Attendance at the mandatory show-me tour is required for all bidders. attend the mandatory show me tour. this will be a hiking tour of the sites contractors must be physically able to hike over mountainous terrain.
