Madera County is seeking proposals from qualified professional foresters/consultants for environmental review and CEQA compliance for the Walker Grade Fire Risk and Fuels Reduction Project. The project aims to mitigate wildfire risk by reducing hazardous fuels along a critical access corridor. The anticipated budget for these services is between $35,000 and $41,200. Proposals are due by July 29, 2026. The selected contractor will be responsible for developing and filing CEQA documents, planning and flagging treatment areas, participating in bid walks, and monitoring treatment implementation. CEQA compliance must be completed by January 9, 2027.
CEQA compliance must be completed no later than January 9, 2027. Proposers are encouraged to provide a schedule that achieves completion within nine (6) months to allow sufficient time for review, revisions, and grant compliance. The anticipated contract term is from contract execution through completion and acceptance of all CEQA documentation.
Compensation will be based upon services rendered, expenses actually incurred, and verification of work/approval from Madera County and Yosemite Sequoia RCDC. The contractor shall not be reimbursed for any additional expenses incurred beyond the maximum amount payable, which includes travel or other expenses.
The contract will be awarded to the offeror whose offer conforming to the solicitation will be most advantageous to Madera County, Yosemite Sequoia RCDC, project partners, the funder, and overall project price, and other factors will be considered. The evaluation criteria include CEQA experience, project team qualifications, relevant wildfire/fuels projects, ability to meet timeline, and cost proposal.
The selected contractor shall have demonstrated experience with the CEQA development, submission, and monitoring process, preparing CEQA NOEs, IS/MNDs, and environmental review documents. Experience with wildfire prevention, fuels reduction, forestry, or vegetation management projects is required. The contractor must be licensed in California and have knowledge of Cal Fire grant requirements.
The selected contractor shall provide Conduct site visits and environmental reconnaissance as necessary.
The anticipated budget for CEQA compliance services is between $35,000 and $41,200. currently, a maximum of $41,200 is allocated for the forester's services under the Cal Fire grants approved budget.
