Florida State College at Jacksonville (FSCJ) is seeking Statements of Qualifications from engineering firms for continuing contracting services on an as-needed basis. Services include planning, engineering design, and construction activities across various disciplines: civil, electrical, mechanical, energy/commissioning, environmental, fire protection, geotechnical, material testing, and structural engineering. Each project under the agreement will have a maximum fee of $500,000, with individual project construction costs not exceeding $7,725,000.

The college will process invoices for payment on net 40-day terms. Payments are made monthly upon submittal of detailed statements. Reimbursable travel expenses are at cost without markup and at state per diem rates.
The selection process involves two phases: Phase I evaluation of written qualifications (Professional Qualifications, Past Experience, References, Ability to Meet Time/Budget Requirements, Projected Workloads, Proximity, Volume of Work Previously Awarded, Company Financial Strength) and Phase II optional finalist interviews. The highest scoring firms will be recommended for negotiation.
Firms must be licensed to practice engineering in Florida, have been in business for a minimum of 3 years, and possess current state of Florida professional registration in the services to be provided.
A written notice of protest regarding solicitation specifications must be filed within 72 hours after issuance of the solicitation. A formal written protest must be filed within 10 days after the notice of protest.
Failure to comply with provisions such as submitting a false certification, being placed on the federal excluded parties list, or violating anticollusion statements may result in cancellation of award and debarment for not less than three years.
