The contract requires the contractor to provide personnel, expertise, and management to establish and maintain a
Continuous Evaluation and Vetting Cell (CEVC) operating 8 hours a day, 5 days a week. The CEVC will conduct background investigations and
continuous vetting for non-U. S. citizens seeking employment or access to U. S. facilities in Saudi Arabia. The contractor must provide all necessary personnel, equipment, and supplies, excluding government-furnished property or services. Key personnel must meet specific qualifications, including
security clearances and experience in personnel
security investigation or counterintelligence investigations. The contractor must develop and implement a Quality Control Plan (QCP) within 30 days of contract award, including procedures for identifying, preventing, and correcting defective services. The contractor must also develop and implement an Operations
Security (OPSEC) plan within 90 days of contract award. The government will provide office space, desks, chairs, and some equipment. The contractor is responsible for transportation, flight fares, and other items not listed as government-furnished. The contractor must ensure all employees have the required
security clearances, training, and certifications. The contract includes detailed requirements for personnel identification, uniforms, data rights, nondisclosure, organizational conflict of interest, phase-in/phase-out periods, and general training requirements, including antiterrorism, OPSEC, law of war, information assurance, Tarp, IWatch, and sexual assault/harassment training. The contractor must comply with all applicable U. S. and host nation requirements and laws. The contract also specifies requirements for foreign nationals, including vetting by the U. S. embassy, and access to DOD facilities. The contractor must collect DNA records for U. S. citizen personnel traveling to the U. S. Central Command area of responsibility (USCENTCOM). The contract also includes requirements for medical screening and immunization. The government retains the right to exclude any employee from performance of duties if a background check reveals a
security risk. The contractor must report any occurrences of lost or duplicate keys/key cards to the contracting officer and physical property manager within two hours or the next business day.
