Offerors should demonstrate experience providing research security, research compliance, export control, or related consulting services to institutions of higher education. offerors should describe and offer evidence of their ability to meet each of the qualifications listed below.

Proposals may be rejected for failure to conform to essential requirements, failure to sign the authentication statement, or receipt after the closing date. rejection grounds for the rejection of proposals include but not be limited to: failure of a proposal to conform to the essential requirements of the rfp.

The campaign will be implemented over a 12-month period from the date of contract award. The proposal submission deadline is August 24, 2026, 17:00 local time.

Payment will be made in four installments upon successful completion and acceptance of the applicable performance periods, within 30 days after orders are delivered completely and the original correct invoice is received.

The U. S. government intends to award a purchase order to the responsible offeror whose proposal is determined to be technically acceptable and offers the lowest evaluated price among technically acceptable proposals (lowest price technically acceptable).

The contractor shall have successfully implemented public communication or awareness campaigns in collaboration with the Ministry of Public Security and have a permanent office or designated representatives in Hanoi. Bidders are required to be registered in the System for Award Management (SAM) and include their Unique Entity Identifier (UEI) number.

Failure to provide any required documents, such as evidence of relevant projects implemented in collaboration with the Ministry of Public Security or evidence of the contractor's permanent office or operational presence in Hanoi, shall render the proposal technically unacceptable.

The estimated value of this solicitation is USD 100,000 to USD 120,000.

Responses must be submitted electronically no later than 8:00 pm eastern /5:00 pm pacific time on August 21, 2026.

The government is highly interested in sources possessing or having a clear path to obtaining the appropriate facility and personnel security clearances to work on controlled and, where applicable, classified information systems and subsystems.

No new questions will be accepted after 5:00 pm eastern time on August 10, 2026.

To prevent an organizational conflict of interest (OCI), the government intends to strictly separate the integrator role from the component development role. The selected integrator track B will not be permitted to develop or supply the underlying technology components track A.
