This is an Invitation for Bid (IFB) from the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) for on-demand printed mesh fence wraps/screens. The bid notice states that payments will be made in accordance with Article XIA of the State Finance Law. The agency pays charges after the services and/or products are provided and does not pay in advance. Invoices submitted by the contractor shall only be rendered electronically unless payment by paper check is expressly authorized by the agency.
All materials and workmanship provided under the resultant contract shall be warranted for a minimum of one year. Where the contractor, product manufacturer, or service provider generally offers additional or more advantageous warranties, such additional or more advantageous warranty shall apply.
The award of the contract will be made to a responsive, responsible, and qualified bidder who offers the lowest grand total bid meeting all minimum specifications as outlined in this IFB.
To be considered qualified and responsive, bidders must provide written documentation that they have produced printed screens similar in scope to this IFB within the past three years, including client name, timeframe of services, project description, number and type of screens, and visual examples. If offering an or equal product, a specification sheet detailing it is required.
The bid notice mentions that proposals received after the date and time in the IFB timeline will not be considered for award and may be returned, unopened, to the sender. It also states that contacting individuals other than designated contacts may result in disqualification.
Attendance at the pre-bid site visit is mandatory to be eligible to submit a bid. Vendors must notify the designated contact by the date and time indicated in the IFB timeline to be allowed to attend.
Vendors are required to submit a sample screen that meets all specifications, including material, grommets, ink, printing, and production. A digital file of the requested screen will be shared with vendors who attend the mandatory site visit.
Protests must be received by the designated contact no later than five business days after a debriefing or ten business days after the written notice of selection or nonselection for contract award, whichever is later.
