The original response date was July 13, 2026, and an amendment extended the due date to July 20, 2026. Another amendment will be issued once Q&A and the revised solicitation are ready.
Contractor shall be paid monthly after submitting an invoice with a one-page description of services rendered. The final lump sum for long-term care will be paid once all animals have been transferred.
The government will award a firm-fixed-price contract to the responsible offeror whose offer is most advantageous to the government, considering technical capability, past performance, and price. Technical criteria, when combined, are significantly more important than price.
Contractors must be GFS-accredited, have licensed veterinarians experienced with NHPs, possess facilities meeting sanctuary-level enclosure requirements and GFS requirements, have a history of complying with USDA APHIS animal welfare standards, and have the capability to support USDA-licensed primate transport.
Should proof of sterilization not be received within six months of animal receipt, liquidated damages shall be enforced.
The government may reject any quote that is unrealistic in terms of program commitments or price, or that reflects an inherent lack of competence or failure to comprehend the complexity and risks of the requirement.
