South Coast Air Quality Management District (South Coast AQMD) is seeking sealed quotes for ten (10) whole home battery backup systems for air monitoring stations. The stations are located throughout Orange County and parts of Los Angeles, Riverside, and San Bernardino counties. Bidders are encouraged to contact the technical contact for questions and details. A bidders conference will be held virtually on April 21, 2026. Quotes are due by 2:00 p. m. on May 15, 2026. Award will be made to the vendor submitting the lowest cost quotation that is fully responsive and provides the best value. Preferences will be given to businesses such as small businesses, DVBEs, zero/near-zero emission vehicle businesses, local businesses, and those offering most favored customer status. The battery backup systems must meet specific functional, physical, and performance specifications, including a minimum of 25kWh capacity and 6kW charge/discharge rates. A one-year warranty is required, and vendors must provide an estimated annual cost of spare parts after the warranty expires. Acceptance testing will be conducted for 14 to 30 days after installation.
The delivery and installation of the battery backup systems are scheduled for July 24, 2026.
The bid notice states that payment terms are Net 30 days, and where acceptance testing is applicable, payment will be made within thirty (30) days after the completion of the acceptance test.
The vendor shall provide a written warranty that, for a period of at least one year following its acceptance, each battery backup system, including its components, will meet the requirements and comply with the physical and performance specifications. If there is a failure of any component or part during the warranty period, the vendor shall agree to replace such component or part at no cost within 14 days of notification.
Award will be made to the vendor submitting the lowest cost quotation which is fully responsive to the specifications set forth in the RFQ, and/or providing the best value to the South Coast AQMD.
The manufacturer of the battery backup system offered shall have been engaged for a period of two or more years in the manufacturing/providing of whole home battery backup systems of the type being sought. The vendor shall have been engaged for a period of three or more years in the installation of whole home battery backup systems.
Suppliers in noncompliance with low-emission vehicle or offpeak hour delivery commitments will be subject to a two percent of total purchase order value penalty.
Potential bidders can and are encouraged to reach out to the technical contact listed in this RFQ to arrange for in-person site visits at the air monitoring stations to examine current electrical setups.
The governing board has approved a bid protest procedure which provides a process for a bidder or prospective bidder to submit a written protest to South Coast AQMD Procurement Manager in recognition of two types of protests: protest regarding solicitation and protest regarding award of a contract.
