The bid proposal submission deadline is Thursday, August 6, 2026, by 3:00 p. m.

Platte River will pay vendor within 30 days after Platte River receives and approves an invoice. All invoices must include an invoice number, contract number ****, and purchase order number as applicable.

Vendor warrants that the services provided will be as specified and performed in a competent and professional manner, free from defects. The services will be warranted for 90 days after completion.

Platte River has sole discretion to accept one or more bid proposals that represent the best overall value to Platte River, taking into consideration the price and other evaluation factors set forth in the bid specification.

Bidders must be fully qualified, properly licensed, and adequately staffed and equipped. Platte River will accept bid proposals only from qualified, responsible bidders that maintain a permanent place of business, have necessary equipment and materials, possess technical knowledge and experience, have qualified personnel, adequate financial resources, and have performed similar projects.

Platte River will not consider bidders it determines are not qualified for the project. Platte River has sole discretion to determine which bidders are qualified.

Bid submissions are due by the bid opening date indicated on the BidBuy posting. Bidder submissions will only be considered if they are received through BidBuy and on or before the time and date indicated as the bid opening date on the bidbuy posting.

The state will award to the lowest priced responsive and responsible bidder whose bid meets the specified criteria. The state will award by lowest overall total price.

A responsible bidder is one who has the capability in all respects to perform fully the contract requirements and who has the integrity and reliability that will assure good faith performance. The state determines whether the bidder is a responsible bidder a bidder with whom the state can or should do business.

For protests related to specifications, the protest review office must receive the protest no later than fourteen 14 days after the solicitation or related addendum was posted to the bulletin. For protests related to rejection of individual proposals or awards, the protest must be received by close of business no later than fourteen 14 days after the protesting party knows or should have known of the facts giving rise to the protest.

Failure to submit vendor disclosure or IPG active registered vendor disclosure, as applicable, and the utilization plans, as applicable, with the bid submitted in BidBuy shall render the bid nonresponsive.
