Standard order fulfillment and delivery must be completed within ten 10 business days following final artwork proof approval.

Consolidated, itemized monthly invoices are required, detailing order dates, job ticket numbers, ordering department names, item descriptions, quantities, unit prices, and total charges. All bidders must accept the payment terms of Contra Costa County.

All delivered items must be free from defects, severe color variation, misprints, or damage. Any defective products or printing errors resulting from contractor error shall be reprinted and delivered at no additional charge to the county, or full credit issued.

Proposals will be evaluated using a best value approach based on company qualification and experience (15 points), project understanding, methodology and approach (20 points), storefront software integration capabilities (30 points), experience of key personnel (10 points), and cost (25 points).

Proposers must demonstrate experience providing promotional product fulfillment, custom branded merchandise, and integrated web-storefront solutions, with a minimum of three years of experience in the promotional products or print-on-demand industry. They must also possess all required business licenses, sellers permits, and tax registrations.

Any bidder or proposer who is aggrieved in connection with the solicitation or award of a contract may protest to the purchasing agent or designee in writing within five 5 business days after such aggrieved person or company knows or should have known of the facts giving rise thereto.

Failure to adhere to the policy of not contacting county personnel for meetings, conferences or technical discussions related to this RFP may result in disqualification. False, misleading, incomplete, or deceptively unresponsive statements in connection with a proposal shall be sufficient cause for rejection of the proposal.
