This is a sealed bid solicitation for mechanical and electrical upgrades to a headquarters building at the Mike Monroney Aeronautical Center (MMAC) in Oklahoma City, OK. The estimated magnitude of construction is $18,000,**** to $25,000,****. Offers are due by **** CT on 05/15/2026. The contract will be awarded to the responsible bidder whose bid, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. Work shall be conducted between 6:00 a. m. and 6:00 p. m. on normal government workdays, with specific provisions for demolition work outside these hours. Utility outages must be coordinated 21 working days in advance. The contractor shall submit a construction work schedule within 15 days of the commencement date. The contractor is responsible for all labor, tools, materials, equipment, and supplies necessary for the project.
The contractor must complete the entire work ready for use not later than 365 days from the issuance of the Notice to Proceed (NTP).
The FAA will make financing payments monthly as the work proceeds, based on estimates of work accomplished, and will pay the contract price after completion and acceptance of all work.
The successful contractor shall provide a bond or irrevocable letter of credit to protect against defective workmanship and materials for a period of one (1) year after acceptance of the project.

Offerors must be registered in the SAM database prior to award, during performance, and through final payment. The contractor must also ensure all employees are aware of and conform with the MMAC Environmental, Safety and Health Policy and are competent to perform assigned job functions.
Failure to comply with environmental, safety, or health requirements may result in the COR stopping all or any portion of the work. Failure to comply with the SAM registration requirements may result in award to the next otherwise successful registered offeror.
Replacing or removing a proposed subcontractor without the Contracting Officer's written consent may be grounds for terminating the contract by default.
