The performance work statement outlines the requirements for testing, pumping, cleaning, maintenance, and inspection of oil-
water separators and trench drains at Travis Air Force Base (TAFB). The contractor is responsible for all management, tools, supplies, equipment, labor, and incidentals. The work must comply with government and commercial standards, and all
waste must be disposed of at an approved off-base site. Federal regulations regarding liquid
wastes, including the Resource Conservation and Recovery Act, Oil Pollution Act, and Clean
Water Act, apply. The contractor must perform appropriate tests (including TCLP and RCI tests) to determine if materials are hazardous
waste, and submit all test results to the contracting officer and the installation environmental office. The contractor must also provide documentation in PDF format, including photographs and written observations, of the inspection, and notify the
water fuels systems maintenance shop of any observable defects.
Waste disposal documentation must be submitted within 15 days of delivery. The contractor must comply with OSHA standards, environmental spill procedures, and hazardous
waste management regulations. The government will furnish electrical,
water, and sewage service. The contractor must adhere to local security policy. Contractor personnel must be certified by appropriate federal and state regulatory agencies. Unscheduled service calls must be addressed within 24 hours of notification. Appendices provide estimated workload data, oil-
