Awards shall be made to the vendors whose proposal is determined to provide the best value to the district based on the published evaluation criteria, including purchase price, reputation, quality, meeting needs, past relationship, HUB impact, long-term cost, principal place of business/employment, and compliance with terms and conditions.

Vendors must submit a completed CIQ form, Edgar Vendor Certification Form, TRS Retiree Form, W9 Form, and three reference forms. Failure to submit completed reference forms may result in a reduction of points.

The potential vendor or vendors representative determined to have violated the cone of silence rule shall be subject to debarment from bidding and contracting activities for a period up to two calendar years.

Failure to comply with the requirements of this solicitation, including specific required form submission, may be grounds for disqualification of the proposal as nonresponsive. Violating the cone of silence policy may result in debarment.

All helmets on the initial order will need to be delivered before 09/30/2026.
