Respondents' individual lead team members must have at least five years of experience in airport debt and capital financing advisory services for comparable airports. The respondent must be independent of any firm that serves as an underwriter. a the respondents individual lead team members proposed to be assigned to the airport authority engagement must have at least five 5 years experience in the provision of advisory services related to the management of airport debt and capital financing services for airports in the united states with operations comparable to those of detroit metro airport and willow run. b the respondent must be independent of any firm that serves as an underwriter with respect to the issuance of securities of types issued by the airport authority.

The airport authority has the right to request samples from responsive and responsible respondents. Bids will be received until 2:00 PM on Thursday, July 23, 2026.

In the event of two or more identical low bids, the contract may be awarded arbitrarily or for any reason to any of such bidders or split in any proportion between the said two or more bidders at the discretion of the city.

Bids must be signed or will be rejected. Bids must be submitted on the provided form. Bidders shall be aware of Davis-Bacon wage rates and Buy America regulations if applicable.

Liquidated damages shall be assessed beginning on the first day following the maximum delivery or completion time entered on this bid form and/or provided for by the plans and specifications.

Bid opening will be in the conference room on the 3rd floor if the bidder is attending.

Samples of items, when required, must be furnished free, and if not called for within 30 days from the date of bid opening, will be disposed of by the city.

Unsigned bids will be rejected. Bids must be submitted on this form, or they are subject to rejection.

SOQs are due Friday, August 7, 2026, at 5 PM MST.

Firms will be evaluated based on SOQ (70% of score), consultant team members (20%), firm past experience (10%), structure and approach (20%), and proposed compensation package (20%). Interviews will comprise 30% of the overall score.

Proposers must be registered as a municipal advisor with the U. S. Securities and Exchange Commission (SEC) and the Municipal Securities Rulemaking Board (MSRB). At least one individual proposed to provide services must have passed the MSRB Series 50 exam.

A pre-SOQ meeting will be held on Wednesday, July 22, 2026, at 1 PM at the Town of Gypsum Community Development Conference Room. Firms may also participate remotely.
