Franklin County is seeking qualified electrical contractors for on-call and project-based services at various county
buildings. The deadline for submission of proposals is August 28, 2025, at 2:00 PM. The contract is for one year, with two optional one-year renewals. Multiple contractors may be selected. Proposals must be submitted electronically in PDF format or delivered to the Franklin County Facilities Department. The selected contractors shall perform a range of electrical services, including diagnosis and repair of electrical systems, installation and maintenance of wiring, outlets, switches, panels, and lighting, emergency response to power outages, generator maintenance, electrical work related to HVAC and building automation systems, upgrades to meet NEC and ADA compliance, energy efficiency improvements, preventative maintenance and inspections, coordination with utility providers and inspectors. The work may be required at any of the following county
buildings: Franklin County Courthouse, Franklin County Jail, Franklin County Emergency Operations Center, Franklin County Dispatch Center. Contractors must have a valid electrical contractor license in the state of Maine, a minimum of 5 years of commercial/public sector experience, proof of insurance meeting county minimums (general liability, workers comp, auto), ability to respond to emergency requests within 2 hours, OSHA-certified staff, and adherence to all safety protocols. Familiarity with NEC, NFPA, ADA, and applicable state/local electrical codes is required. Interested contractors must submit a company overview, qualifications and experience of key personnel, a list of at least three references with similar contracts, an hourly rate schedule (regular hours, overtime, holidays), a markup rate for materials and parts, proof of required licenses and insurance, sample project documentation (work order, report, or invoice), and any subcontractor information.
