The project involves hazard tree mitigation, forest health thinning, and fuels reduction associated slash treatment work near Nevada City, CA. The period of performance is for 1 base year of 12 months from the date of award. The contractor will be expected to provide a written work progress plan in their quote. Mastication, cutting, or welding may not occur during BLM seasonal fire restrictions without a signed variance. Skidding or loading will be coordinated with BLM staff when fire restrictions go into place. Work performed between February and September 14 will necessitate migratory bird surveys. The use of heavy equipment is not permitted during periods of saturated soil conditions. Intermittent and perennial streams will be flagged for avoidance. Staging areas will be provided to contractors. All tasks must be completed within 12 months of the base award date. The contractor shall furnish all personnel, materials, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and nonpersonal services necessary to perform the work tasks. Regular work hours are 7:00 AM to 5:00 PM, Monday through Friday, excluding government holidays. If the contractor desires to carry on work outside regular hours, a request must be submitted to the contracting officer. The contractor shall prepare and submit a contingency plan for the place of performance for the requirements. Response to emergency service calls outside of normal business hours shall not exceed four hours. Response to emergency service during normal business hours shall not exceed two hours. The contractor will conform to all federal, state, and local regulations in the use and disposal of hazardous materials and hazardous waste. The contractor will provide proof/certification of its personnel qualified to work with hazardous materials and wastes to BLM. The contractor will notify BLM immediately upon discovering a release of hazardous waste into the environment. A Quality Assurance Surveillance Plan (QASP) is included, outlining inspection procedures and consequences for unsatisfactory performance.
