The Town of Mamaroneck is seeking bids for tree watering services for town right of way and town properties for the year 2026. The contract, ****, requires weekly watering of 51 recently planted trees from June 2026 through October 25th, 2026. Proposals must be submitted in sealed envelopes by 11:00 a. m. EST on Wednesday, May 27, 2026, at which time they will be publicly opened. Information for bidders, proposal forms, and specifications are available online via the Empire State Purchasing Group website (www. ***. *. *) or can be viewed at the Town Administrator's office. Bidders must provide a bid bond, certified check, or cash of at least 5% of the total bid amount as bid security. Bids are to be held for up to 45 days. Successful bidders must execute the contract and furnish required bonds and insurance within 10 days of award. Bidders must also complete qualification forms, provide three municipal references, and demonstrate possession of necessary equipment and experience. The Town reserves the right to reject any or all proposals. The bid opening is scheduled for Wednesday, May 27, 2026, at 11:00 a. m. EST. Proposals must be received by this time.
Payment for services will be made after presentation of all serviced areas, verification by the Conservation Department, and approval by the Town Administrator of an executed claim submitted on company letterhead with an attached AIA claim form or equal. Contractors shall provide all necessary documentation to document completed services. A completed IRS form W9 shall accompany the submission for initial payment on contract. The fee schedule shown on the form of proposal shall dictate the basis of payment. The contractor shall complete and submit the performance log in conjunction with an invoice for payment.
The Town of Mamaroneck agrees to make payment in full for services delivered, within the time period specified, and satisfactory demonstration to appropriate town officials and upon the contractors providing the standard manufacturers warranty against defective materials and workmanship for a period of not less than one year after date of services.
Selection shall be based on possession of the necessary experience, equipment, trained personnel, professional references, project understanding and demonstration to provide a satisfactory record of cost-effective performance.
Each bidder shall complete and return with their bid, completed answers to the questions presented on the qualification forms. No bids will be considered from bidders who are unable to show that they regularly provide service of the type herein called for. The Town of Mamaroneck may make any investigations it deems necessary to determine the ability of the bidder to perform the specified work. The bidder shall furnish to the Town all such information for this purpose as the Town may request. Submission of all forms of proposal shall be accompanied with a reference sheet containing the names and contact information from at least three 3 municipalities for which the contractor has performed similar work. In addition, the contractor shall submit a list of equipment for which he proposes to use.
Should the successful bidder fail to execute the form of contract and furnish the required performance bond, labor and material bond and insurance documents within ten 10 days after notice of award, the bid check, bond or cash will be forfeited to the town of mamaroneck as liquidated damages.
Inspection of premises may be made by calling the towns environmental planner at 914 **** weekdays between 8:30 a. m. and 3:30 p. m.
Bids will not be accepted from firms which have pleaded guilty to or, otherwise, been convicted of bid rigging or related criminal charges. Nor will bids be accepted from firms which include a principal or an officer who has pleaded guilty to or, otherwise been convicted of a bid rigging or related criminal charges. Such bidders are disqualified from bidding on this project.
