Any costs incurred by the vendor in preparation, transmittal, or presentation of the proposal are the responsibility of the vendor. The Nation reserves the right to reject any and all proposals.

Newtok Village Council (NVC) is soliciting proposals for professional asbestos sampling and laboratory evaluation of 36 residential structures in Newtok, Alaska. The project is part of the **** Newtok home acquisition project. Proposals must be submitted by October 3rd, 2025, 3:00 PM AKDT. The proposal must be an all-inclusive time and material proposal, and costs are not to exceed $150,000. The proposer must undertake NESHAP environmental assessments of each structure and determine if any contain regulated asbestos containing materials (RACMs) in amounts equal to or greater than 1 percent using polarized light microscopy. Proposals will be reviewed by a committee appointed by NVC. Questions must be submitted by September 22nd, 2025, 3:00 PM AKDT.

Offerors must complete blocks 12, 17, 23, 24, and 30. The acquisition is unrestricted. Delivery is free on board destination. The contract is a rated order under the defense priorities and request net 30 allocations system. The method of solicitation is request for quote (rfq). The schedule of supplies/services includes antennas and connectors with specific specifications. The period of performance is one base year and two one-year option periods. Award will be made on a lowest price technically acceptable (LPTA) basis. Additional documents may be required.
