Bidders must respond online utilizing the ebid system. The deadline for questions is stated in the bid activities. Delivery is desired within thirty (30) calendar days after the receipt of a properly executed order, but no later than forty-five (45) calendar days. The district reserves the right to award by line, by group, all or none. Payment will occur no sooner than 30 days after receipt and acceptance of items and/or services or receipt of correct invoice whichever is later.

The Hawai'i Department of Corrections and Rehabilitation's Women's Community Correctional Center requires delivery of feminine hygiene products (sanitary napkins, pads, pantyliners, and tampons) on an as-needed basis per order. All products must be shipped and delivered. Pricing must include shipping, taxes, and any additional fees. The contract start date is October 20, 2025, and the contract end date is October 19, 2026. Invoices should be mailed to the facility address and a copy emailed to krigenmjqendmawailgov. Payment is to be made by P-card, credit card, or purchase order check.

All vendors must be registered in the lagov system to submit an online bid, have their bid tabulated, and receive automatic email notifications. All documents associated with the solicitation should be included in the bidder's submission. Bidders proposing an equivalent brand or model should submit with the bid information such as illustrations, descriptive literature, technical data sufficient for the state of Louisiana to evaluate quality, suitability, and compliance with the specifications. Any change made to a manufacturer's published specifications submitted for a product shall be verifiable by the manufacturer. If items bid do not fully comply with specifications, the bidder should state in what respect items deviate. Bids may be rejected if the delivery time indicated is longer than that specified in the solicitation. The vendor is responsible for including all applicable taxes in the bid price. All products for purchase must be new, never previously used, and the current model and/or packaging. The manufacturer's standard warranty will apply unless otherwise specified in the solicitation. Upon agreement of the state of Louisiana agency and the contractor, a term contract may be extended for 2 additional 12-month periods at the same prices, terms, and conditions. In such cases, the total contract term cannot exceed 36 months. The state of Louisiana has the right to terminate the contract immediately for any of the following reasons: misrepresentation by the contractor, contractor's fraud, collusion, conspiracy, or other unlawful means of obtaining any contract with the state of Louisiana, conflict of contract provisions with constitutional or statutory provisions of state or federal law, abusive or belligerent conduct by contractor towards an employee or agent of the state, contractor's intentional violation of the procurement code, or any listed reason for debarment. Failure to deliver within the time specified or to provide the services as specified in the bid will constitute a default and may cause cancellation of the contract.
