All offers must have a CAGE code and a Unique Entity Identification Number.

The contractor shall provide delivery within the standard lead time of 3-5 weeks after receipt of the purchase order. Delivery date: within 30 days after receipt of order.

The system must include the manufacturer's 12-month parts and labor warranty and a one-year MD Care PhD level technical support plan, with additional academic warranty extensions available as quoted.

Only licensed Molecular Devices technicians are authorized to install the instrumentation and provide training to COE staff.

If no affirmative written response is received within 5 business days from the publication of this notice, a contract will be issued to Molecular Devices LLC, without any further notice.

Payment shall be made from suppliers invoice submitted to cover items received and accepted during the billing period. Payment will be made upon final delivery and acceptance of all supplies ordered on each purchase order issued.

The bid will be awarded to the responsible, responsive bidder whose bid conforming to this solicitation will be most advantageous to the road commission, price and other factors considered.

In case of default by the contractor, the Genesee County Road Commission may procure the articles or services from other sources and hold the bidder responsible for any excess cost occasioned thereby.

Evidence in the form of samples may be requested if brand is other than specified. Such samples are to be furnished after the date of bid opening only upon request of the road commission.

A protest with respect to an invitation for bids or request for proposals shall be submitted in writing within seven 7 calendar days of the date the contract is awarded.

Any one or more of the following causes may be considered for the disqualification of a bidder as nonresponsible and the rejection of the bid: evidence of collusion among bidders, lack of competency, lack of responsibility as shown by past work, uncompleted work under other contracts.

The city will make payments after scheduled and/or unscheduled maintenance has been performed and the equipment maintenance superintendent or designated representative is satisfied that all requirements have been met.

Vendors must provide detailed information on all warranties for repair parts and for repairs made by their technicians. Extended or optional warranties should also be detailed. Failure to comply with contract conditions may result in the supplier's name being removed from the city's vendor mailing list, and the city may pursue other legal remedies.
