The U. S. Embassy Manila intends to establish a Blanket Purchase Agreement (BPA) for the supply and delivery of Liquified Petroleum Gas (LPG) for U. S. government-owned and leased residences. The estimated volume of purchases through this BPA will be PHP1,500,**** for two years. The embassy is not obligated to purchase any definite amount under this BPA. The amount of any one purchase will not exceed PHP450,****. Payment will be made via electronic fund transfer (EFT) within 30 days from receipt of the original and correct summary invoice. Vendors must express their interest within the period until February 19, 2026, at 4 PM Manila time. The offeror must submit the required documents, including information demonstrating the quoter's ability to perform, licenses, and past performance.

The offeror must submit the following: information demonstrating the quoters ability to perform, including: name of a project manager or other liaison to the embassyconsulatewho understands written and spoken english, evidence that the quoter operates an established business with a permanent address and telephone listing, evidence that the quoter has all updated licenses and permits required by local law to include but not limited to dti and sec registration, business permit, certificate of membership in professional associations, trainings, or accreditations, a list of the names, addresses, and telephone numbers of subcontractors and principal materials suppliers to be used on the project, indicating what portions of the work will be performed by them and, if contractor plans to use a subcontractor, they should state that they are using a subcontractor and confirm that performance and authorization of subcontractor is in accordance with dosar **** in section 2. if no subcontractors are utilized, include a statement that all work will be performed by the prime contractor, experience and past performance list all contracts and subcontracts your company has held over the past three years for the same or similar work. provide the following information for each contract and subcontract: a customers name, address, and telephone numbers of customers lead contract and technical personnel. if using a subcontractor, they shall also submit their experience and past performance, contract number, date of the contract award, places of performance, completion dates and contract peso value, brief description of the work, including responsibilities citing similarities to the requirements of the project past 3 years, including responsibilities if using a subcontractor, they shall also submit their experience and past performance, any litigation currently in process or occurring within last 5 years, statement that the offeror will get the required insurance and the name of the insurance provider to be used, if the offeror is proposing a joint venture, the joint venture agreement must be provided to identify what was specifically agreed to by both partners in the performance of this contract.
