The contractor shall send invoices to the city on a monthly basis. Within thirty 30 days after the city receives an invoice, the city shall send the contractor a check in payment for all undisputed amounts contained in the invoice.

Award will be made to the candidate that agrees to meet the needs of the city, considering qualifications and cost. Scoring is based on team qualifications (25 points), project experience and references (25 points), team location availability (20 points), and cost (30 points).

Contractors must demonstrate successful completion of at least 5 contracts with over 20 generators of varying manufacturers and sizes (minimum 480 volt 3-phase power and 30kw), including emergency repair services. Key personnel should have at least 5 years of generator service experience. EGSA certification for key personnel is considered. Experience maintaining generators from 10kw to **** using natural gas, diesel, and propane is required.

A virtual pre-submittal conference is scheduled for July 9th, 2026, at 11:00 AM. Interested contractors are highly encouraged to attend.

Proposals may be rejected if they do not comply with stated requests, such as format or submission requirements. Failure to acknowledge insurance requirements or being overdue on city property taxes can also lead to rejection.

Fuel delivery shall be made within two (2) days after receipt of notification for delivery. The equipment shall be delivered to the Agribusiness Development Corporation **** Kaumualii Hwy. , Kekaha, HI **** on Kauai on or before March 1, 2027.

The state shall have thirty 30 calendar days after receipt of invoice for satisfactory delivery of goods or performance of the services, to make payment.

Manufacturers standard warranty from the date the equipment is placed in service. Full coverage shall include the cost of parts, labor and any other expenses incurred in performing warranty work. Minimum 1 year or manufacturer's period, whichever is longer.

Quotes will be due approximately 30 days after the RFQ is posted, specifically by the date and time specified in block 8 of the Standard Form **** or in the most recent amendment SF30.

The contract will use firm fixed price lump sum pricing.

The government will consider each company's technical capability in comparison to its price and award to the firm whose quote represents the best value.

A group site visit is scheduled at 1:00 PM on 7/8/26. Attendance at the site visit is strongly encouraged not mandatory. Requests for individual site visits will not be honored.
