Foreclosure Government Bids & RFPs

The selected firm or firms shall be engaged for a period ending on November 30, 2027.

Firms shall be eligible for engagement for a period of three 3 years.

The response submission deadline is a rolling deadline.

Fees and costs will be paid in accordance with Fannie Mae guidelines. Invoices must be submitted through Legal Tracker. MSS reserves the right to standardize invoice forms.

Proposals will be selected based on responsiveness, professional capacity, experience, commitment of time and resources, firm organization, prior experience, proposed fee structure, willingness to minimize costs, previous work experience, conflicts, technological capabilities, information security, references, diversity, and location.

Firms must be eligible for engagement for three years and provide professional liability insurance with a minimum of $5,000,000 coverage from an A-rated company. Specific experience in foreclosure and eviction is required.

Proposals not received by the deadline or not adhering to submission instructions will not be considered. Failure to provide requested information, certifications, or documents may result in disqualification.

The bid proposals must be received no later than 4:00 p. m. on Friday, June 19, 2026. Proposals received after the time specified will not be opened.

The county will pay the proper amounts due the vendor within sixty (60) days of receipt by the county of the vendors invoice with the requested supporting documentation and approval of the vendors invoice by the department head and the ulster county comptroller.

The submitted proposals will be evaluated based on the following criteria: overall plan to provide required services (35 points), fee/pricing proposal (30 points), qualifications and experience (20 points), understanding of county's goals and objectives (5 points), sample title search (5 points), and local economic development (5 points).

Each responder will provide the history of their company, describe their professional qualifications, prior experience in similar projects, demonstrated capabilities, including demonstrated ability to work effectively with other service and system providers (e. g. , county government), history of regulatory compliance, fiscal solvency and budget performance, contract compliance, accuracy and timeliness of reporting, management structure and ability to support projects of this scope, and ability to recruit and retain staff and commitment to staff development. Responders must provide at least five (5) years of work experience in government or municipal title searches and must furnish references.

The county may terminate this agreement, in whole or in part, at any time for the county's convenience, upon the failure of the firm to comply with any of the terms or conditions of this agreement, or upon the firm becoming insolvent or bankrupt.

A preproposal meeting is not scheduled at this time.

Each responder must complete a sample title search in the manner provided in the scope of work section of this RFP.

Requests for clarification or interpretation shall be made in writing at least ten (10) calendar days before the date established for submitting proposals. Inquiries will not be considered after that date.

The county reserves the right to reject any proposal if the information submitted by, or investigation of, such responder fails to satisfy the county that such responder is properly qualified to carry out the obligations set forth in this RFP and/or the resulting contract and to complete the work contemplated therein. Conditional proposals will not be accepted.
