This is a Request for Proposal (RFP) from Washoe County School District (WCSD) for charter bus services. WCSD is seeking to establish a multiple-award pool of approved charter bus service providers for district-wide transportation on an as-needed basis. Services may include transportation for scholastic activities, athletic events, field trips, and other authorized functions for students, staff, chaperones, and advisors. Penalties for default may include deduction of unpaid balances, procurement from other sources, and assessment of a penalty up to 5% of the total proposal price. The contract may be terminated with 30 days written notice without penalty. Usage reports are required upon request. Price adjustments may be considered after the first six months of the initial term and during renewals, based on the Consumer Price Index (CPI).

Proposers must be qualified firms and demonstrate compliance with all applicable federal, state, and local laws and regulations, including those governing pupil transportation and commercial passenger carriers in the state of Nevada. They must maintain all required licenses, permits, and certifications.
In case of default by any awarded proposer, WCSD reserves the right to impose actions including deducting any unpaid balance due, procuring services from another source, holding the defaulting proposer responsible for any excess cost, assessing a penalty equal to five percent (5%) of the total proposal price, commencing proceedings against any surety, and prohibiting proposers from submitting proposals for a period of not less than one (1) year and no more than five (5) years.
The bid notice states that any unsuccessful proposer appellant may appeal the results in the solicitations letter of intent recommendation of award if they believe applicable provisions of the law were violated. Appellant must submit a notice of protest to WCSD's director of procurement and contracts no later than five (5) business days from the date of the letter of intent recommendation of award.
