The Town of Southbury is seeking sealed bids for illuminated wreaths and garlands for streetscape holiday decorations. Bidders are encouraged to inspect existing light poles and power interfaces. Submissions require a comprehensive scope of work, firm fixed-price, and timeline. Six copies of company background, qualifications, availability, examples of work, references, local knowledge, potential conflicts of interest, and litigation/arbitration history are due by May 12, 2026. The selected firm must provide a certificate of non-collusion, affidavit of compliance with tax laws, professional registrations/licenses, and a copy of their professional liability insurance policy. The town's Code of Ethics and Conflict of Interest Ordinance must be complied with, and any violation can result in contract termination. The successful bidder must also submit proof of insurance and a signed indemnification certificate.
The selected firm must provide delivery not later than November 1, 2026.
The bidder is required to identify their standard warranty terms and warranty duration for the wreaths and garlands.
Southbury will apply criteria including visual appearance, clarity of attachment design, commitment to long-term life, specificity in descriptions, review of other client comments, bidder experience, compliance with the code of ethics, and project price.
Responses must include company background materials, key personnel qualifications, availability, examples of at least two comparable projects completed within the last five years, references, local knowledge, potential conflicts of interest, and litigation/arbitration history.
Any instance of the contractor violating any provisions of the Code of Ethics/Conflict of Interest Ordinance will be sufficient cause for the town to terminate any or all of the contractor's contracts or pending contracts with the town.
An optional site walk is available for interested firms to request an onsite prebid site walk.
Bidders are required to either provide actual samples of their proposed illuminated wreaths and/or garlands, or provide a live video under dark environment conditions.
