Award will be made on all or none basis. Technical tradeoffs will not be made, and no additional credit will be given for exceeding acceptability. Award will be based on the overall lowest evaluated price of the quotes meeting or exceeding the acceptability standards for the non-price factors. Any offeror who has submitted a technically acceptable quote and who has been found to have an acceptable past performance will then have the quote evaluated for lowest price. This competition is not being conducted using FAR part 15 procedures. The award decision process is being conducted under FAR part 12 and FAR subpart 13. The government does not intend to conduct discussions but reserves the right to hold discussions if deemed necessary by the contracting officer. The government reserves the right to seek clarifications, i. e. , limited exchanges between the government and interested bidders that may allow bidders to clarify certain aspects of their quotes or to resolve minor or clerical errors. The government reserves the right to evaluate quotes and may seek to make an award without asking for revised quotes.
