Bids are requested for maintenance and repairs to commercial irrigation systems on an as needed basis for Polk County. Sealed bids are due by June 17, 2026, at 2:00 PM. Electronic submissions are accepted via Kiteworks with a link provided upon request at least 48 hours prior to bid opening. Questions must be submitted in writing to ***@***. *. * by June 4, 2026. Vendors must be in business for two years, possess a Polk County local business tax receipt, and be licensed as a well driller by the Southwest Florida Water Management District and the State of Florida. Five commercial references are required. The contract period is from the notice to proceed through June 30, 2031, with potential extensions. Award will be made to the two lowest overall responsive bidders. Prices must remain unchanged during the performance period, except as adjusted by CPI. Invoices require a copy of the not-to-exceed proposal and approval email, with receipts for materials and rented equipment for a 10% markup. Repairs are warranted for at least one year.
Sealed bids must be received prior to 2:00 p. m. on Wednesday, June 17, 2026.
Invoices are to be sent to the county representative requesting the work and shall include a copy of the not-to-exceed proposal and corresponding approval email. Invoices should reflect actual materials and quantities used as well as corresponding hours worked by employees per the labor rate on the bid sheet. All purchased truck stock material items supplied by the vendor shall be billed at cost plus ten percent (10%).
The vendor will warrant its repairs or service for a period of at least one (1) year from the date of repair. The successful vendor shall promptly correct all apparent and latent deficiencies within three (3) calendar days of notification by the county at their own expense.
In determining the lowest responsive and responsible bidder, in addition to price, the following may be considered: vendors evaluation quality of performance on previous projects. the ability, capacity, equipment and skill of the bidder to fulfill the contract. whether or not the bidder can fulfill the contract within the time specified, without delay or interference. the character, integrity, reputation, judgment, experience and efficiency of the bidder. the previous and existing compliance by the bidder with laws and ordinances relating to the contract. the sufficiency of the financial resources to fulfill the contract to provide the goods andor services. the quality, availability and adaptability of the suppliers or contractual services to the particular use required. the ability of the bidder to provide future maintenance and service, as required or needed. the number and scope of conditions attached to the bid.
Vendor must have been in business under the same FEIN number for the past two (2) years. Vendors must possess a Polk County local business tax receipt. Vendor must be licensed through the Southwest Florida Water Management District and the State of Florida as a well driller. Vendor must provide five (5) commercial references from clients in which the bidder has performed similar size and scope services as the prime vendor, within the past four (4) years.
Violation of safety and/or health violations, classified as serious, willful or criminal willful violations, may result in work stoppage until the violation is corrected. A third violation may constitute a breach of contract for safety violations and may result in termination of the contract.
Samples of items, when called for, must be furnished free of expense and may, upon request, be returned at the bidders expense. Each individual sample must be labeled with bidders name, manufacturers brand name and number, bid number and item reference.
Any bidder desiring to file a bid protest, with respect to a recommended award of any bid, shall do so by filing a written protest. The written protest must be in the possession of the procurement division within three (3) working days of the notice of recommended award mailing date.
Failure to follow instructions could result in bid disqualification. Any bidder violates or is a party to a violation of the code of ethics of Polk County or the State of Florida, with respect to this bid, such bidder may be disqualified from performing the work described in this bid or from furnishing the goods or services for which the bid is submitted.
