The Housing Authority of the Cherokee Nation is seeking bids for the
demolition and turnkey
construction of a 2-bedroom, 1-bathroom home in Adair County. Bids are due October 10, 2025, at 5:00 PM. The project must be completed within 120 work days, and the contract must be fully executed within 10 days of award. Indian preference will be given to contractors who provide proof of current certification from the Cherokee Nation Tribal Employment Rights Office (TERO). Insurance requirements, including workers' compensation, general liability, and automobile coverage, are detailed in the bid packet. Bidders must submit a preparation outline, mandatory bid response form, noncollusive affidavit, previous work history form, and TERO certification (if applicable). Site inspections may be scheduled. The successful bidder must complete a TERO labor agreement and pay all applicable fees. The entire project must be fully completed within 120 work days, or a daily fee will be charged to the contractor for each day beyond the contract end date. Contract extensions will only be allowed under extenuating circumstances. The scope of work and specifications are available in the bid packet. The bid will be awarded to the lowest, most responsible bidder. The bidder must verify all quantities, measurements, conditions, plans, and scope of work before submitting the bid. No change orders will be made based on mistaken quantity counts. The bidder must have all fees and paperwork submitted to TERO for a contract to be considered fully executed. The bidder must have the required insurance certificates, including general liability, auto, workers' compensation, and builders risk in the amount of the project. The bidder must also provide a drug-free and tobacco-free workplace statement. Additional documents, such as a labor information form, W9 form, vendor registration form, core crew listing, licenses, and insurance certificates, are required. Closing documents required for final draw include final Davis Bacon payrolls, lien releases, final DEQ paperwork (if applicable), certificate of release, serial numbers, as-built drawings, HUD forms, and account numbers for all utilities.
