Technical proposals are due on August 25, 2026, by 2:00 PM.

The contractor shall provide a warranty covering any pest control services performed under this contract, clearly identifying coverage, duration, and any applicable terms, conditions, or limitations.

Proposals will be evaluated based on offerors response to RFP objectives and requirements, offerors capacity and experience, cost proposal, past performance and references, and proposed management and project personnel.

The offeror shall have at least five years of experience providing comprehensive pest management services for institutional, educational, commercial, or similar facilities of comparable size and complexity.

A site visit is scheduled for July 30, 2026, open between 10:00 AM and 2:00 PM, and is a self-guided tour. Attendance at the site visit is required for proposal acceptance.

Unsuccessful offerors may request a debriefing within ten days after they know or should have known their proposal was unsuccessful.

Attempts by an offeror to contact members of the evaluation committee or otherwise circumvent the established procedure may be grounds for disqualification.

Construction must be completed by October 31, 2026. No weekend or holiday work is permitted.

City shall authorize partial payments of the amounts due hereunder at the end of each calendar month, or as soon thereafter as practicable, to the contractor, if the contractor is satisfactorily performing the contract. City shall pay the contractor ninety-five percent (95%) of the amount shown on the pay application and approved by the City’s Project Administrator. The withheld percentage of the contract price of any such work shall be retained until the contract is completed satisfactorily and finally accepted by the City.

If, within one year after date of substantial completion of the work or designated portion thereof or after the date of the commencement of warranties, or by terms of an applicable special warranty required by the contract documents, any of the work is found to be not in accordance with the requirements of the contract documents, the contractor shall correct it promptly after receipt of written notice from the City to do so unless the City has previously given the contractor a written acceptance of such condition.

The city will evaluate responsive proposals and may select two or more vendors to be fully qualified and best suited among those submitting proposals, based on the factors listed above. Further information may be requested from all the vendors so selected. Costs and compensation will generally be considered but is not the sole determining factor. In many cases, other factors, including but not limited to experience, financial and professional capacity, references, service, warranties, proposed approach, life cycle costs, etc. are more important than the initial cost.

Proposals shall contain a cover sheet, a cost proposal, signed by an authorized agent of the firm and, other detailed information listed below in the following paragraphs. A minimum of three references from other customers who have received similar equipment and services are required.

If the contractor shall fail to complete the work within the contract time, or extension of time granted by the city, then the contractor will pay to the city the amount for liquidated damages in the amount of $0 for each calendar day that the contractor shall be in default after the date stipulated in the contract documents.

Questions shall be submitted, in writing only, via the electronic submission on BidNet no later than 5:00 PM, July 22, 2026.

Failure to comply with the request for proposal process, such as contacting other city staff during the RFP process, may result in disqualification.

Payment will be made upon the submission of a completed Albany County claim form. Albany County is not subject to federal, state or local taxes. Cash discounts may be offered but will not be considered in determining the low bidder.

Bids will be evaluated based on lowest total bid cost and projected timetable for completion of services, completeness of the bid, and bidder's demonstrated capabilities and professional qualifications.

All bidders shall submit the bidder qualification questionnaire and the vendor responsibility questionnaire as part of the bid. Albany County may conduct investigations to determine the bidder's ability to perform.

In the event of a breach by contractor, contractor shall pay to the county all direct and consequential damages caused by such breach, including costs to procure a substitute contractor.
