The solicitation is for a design-build contract for the construction of a new Porthill Land Port of Entry in Bonners Ferry, Idaho. A site visit is scheduled for September 16, 2025, at 10:30 AM Pacific Time. Questions regarding the solicitation must be submitted in writing via email to the contracting officer no later than 10:00 AM Mountain Time on Friday, September 19, 2025. Offerors must submit an executed proprietary information agreement. A stipend of $75,**** will be paid to unsuccessful offerors who submit complete and acceptable phase 2 proposals. The contractor shall achieve substantial completion of the work no later than February 2, 2030, and contract completion within 60 calendar days of substantial completion.
The bid notice states The contractor shall provide an itemized invoice detailing the amounts requested under each firm-fixed price CLIN and sub-CLIN set forth in the contract price form. Itemized invoices shall reflect progress on each CLIN and sub-CLIN and should reflect the latest schedule of values. If the contractor fails to achieve substantial completion of the work in accordance with FAR ****, liquidated damages, GSAR 5****, liquidated damages and within the time specified in this contract, the contractor shall be liable to the government for liquidated damages at the rate specified in section I project information, paragraph entitled, liquidated damages rate, for each calendar day following the required completion date that the work is not substantially complete.
