The RFP shall be awarded to the best quoted proposal based on pricing (35 points), response time (25 points), firm quality as shown through list of references (20 points), and qualifications and experience (20 points). The improvement must attain substantial completion by September 30, 2026.

The lowest and best bidder for this contract shall be the bidder whose bid is determined by the city to be the lowest and best bid for the option and any alternatives selected by the city.

All bidders must be qualified by experience and properly equipped to complete the work specified in the time allotted.

The engineers estimate for the proposed improvements: $1,100,000 for base bid $25,000 for alternate 1 and $65,000 for alternate 2.
