Bids must be received no later than 11:00 AM on Thursday, July 9, 2026.

Payment will be made upon the submission of a completed Albany County claim form. Albany County is not subject to federal, state or local taxes. Cash discounts may be offered but will not be considered in determining the low bidder.

Bids will be evaluated based on lowest total bid cost and projected timetable for completion of services, completeness of the bid, and bidder's demonstrated capabilities and professional qualifications.

All bidders shall submit the bidder qualification questionnaire and the vendor responsibility questionnaire as part of the bid. Albany County may conduct investigations to determine the bidder's ability to perform.

In the event of a breach by contractor, contractor shall pay to the county all direct and consequential damages caused by such breach, including costs to procure a substitute contractor.

Bids may be rejected if the bidder is in default of previous contracts, has performed unsatisfactory work, cannot show necessary ability to perform, or if the bid is irregular (e. g. , on a form other than provided, altered, or contains unauthorized additions).

Delivery and performance must be affected within the time stated in this purchase order. Time is of the essence of this transaction.

Full or partial payment for goods shall be made by check or wire transfer at Northern Water's option, within a reasonable period of time after the date of receipt of an acceptable invoice, or the date of Northern Water's acceptance of the goods, whichever is later.

The seller warrants that all goods covered by this purchase order will conform with all applicable drawings, specifications, samples and/or other descriptions of the goods set out in this purchase order, will be of merchantable quality, and will be fit for the purposes intended by Northern Water.

In the event of any delay beyond the specified delivery date on the purchase order, Northern Water shall have the right to cancel the purchase order and to purchase equivalent goods at market prices for immediate delivery and hold the seller liable for any increase in the price over and above the prices offered herein.

Any claim for adjustment by the seller resulting from changes in the terms of this purchase order or from full or partial termination of this purchase order must be asserted within thirty (30) days after the date Northern Water provides the seller with written notice of the change or termination.

Delivery is on or before October 13, 2026.

Payment will be made by Wide Area Workflow (WAWF) system. Specific document types for payment requests include cost voucher, invoice and receiving report, progress payment request, performance based payment request, or commercial financing request.

The government will award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered.
