The National Transportation Safety Board (NTSB) is seeking quotes for a 2-day
training course on emerging technologies in the
rail industry. The
training will cover concepts and principles of emerging technologies, evaluation of potential impact on safety, identification of digital tools, implementation of data-driven strategies, evaluation of exemplar data, assessment of regulatory requirements, and international collaboration. The course will be delivered at the NTSB headquarters in Washington, DC. Quotes must be submitted in Adobe PDF format by 5 PM EST on July 16, 2025. The successful quoter must be registered in the System for Award Management (SAM) at the time of award. The
training course outline may be modified post-award upon coordination and approval by the NTSB
training point of contact. The optimum class size is 20 participants, with no more than 25 participants. The contractor shall provide all
training and reference material, including handouts, demonstrations, and visual presentations (PowerPoint or PDF) at least 7 working days prior to the start of the course.
Training hours are 8:00 AM to 5:00 PM. The period of performance is for one base period (date of award through December 31, 2025) and one option period (January 1, 2026 through September 30, 2026). The exact dates of
training will be coordinated between the NTSB contracting officer's representative and the contractor. Instructors must have at least seven years of experience in the area in which they are instructing, be recognized experts in specialized
railroad technology, and demonstrate mastery of instructional competencies. The government will evaluate quotes based on price and non-price factors, including
training experience, course outline, instructor qualifications, past performance, and price. The government reserves the right to reject any or all quotes if such action is in the public interest.
